Robinson Solutions, Kingston, hosted the September EMC event and members were joined by Allen Line, PSR Inspections Inc. of Ottawa for a lively and enlightening discussion re: Pre-Start Safety Reviews – both machine and racking related. Machine guarding was a hot topic. Allen shared information re: Racking Safety with members. Allen also shared his extensive personal experience with both racking and machinery requirements for pre-starts as well as examples of “the good”, “the bad” and “the ugly” situatio
Main points of this presentation include:
Racking:
- Need to familiarize yourself with the legislated requirements
- - CSA A344. 1-05/A344.2-05 (Inspecting & Maintaining Steel Storage Racks)
- - IAPA Safety of Pallet Racks (Construction, Purchase, Installation & Use - note in Ontario is must be free-standing - not attached to a wall)
- - CSA Z432-04 (Safeguarding of Machinery)
- Question re: "Who is a Competent person" to sign off on a Pre-start? An engineer or knowledgeable person in your building can sign off on the pre-start but make sure that there is liability insurance in place - check with your legal department.
- If having an engineer come in to do a Pre-start safety review, ask for a copy of his/her insurance.
- Make sure EVERYTHING is documented & up to speed (training & certification)
- "Damaged" racking is JUNK!
- Racking must be installed to manufacturers specification to meet code
- Can add flush safety bars (new or used) to old racking (do not need pre-start)
- If adding racking to old racking - need a pre-start
- All new racking should come with pre-start included.
- Ask for a knowledgeable salesperson - do not rely on the distributor
- Load capacities for racking must be marked on the racking
- Invest in post protectors to insure that forklift cannot damage
- Monthly racking inspections are required & you need to follow up on damage
- Train employees to report damage
Machinery:
- If MOL gives an order or recommendation - respond to it immediately even if it is just a letter stating the steps you are taking to comply
- If you can access moving machinery parts "under, over or through" machinery or guards, it isn't guarded accurately
- Use "Gotcha Stick" as a test - PSR Inspections will have this tool available within a few weeks.
- The original PSR for a piece of machinery still covers that machine if it is moved but placed in same configuration as prior to the move.
- All machines must have a CSA electrical safety sticker on them.
- PSR Inspections will never quote a price until they see the situation
- If it is a guarding issue, they would prefer to work with a team that includes the operator that uses the machine
- CSA approval is only for electrical - not machine itself
- If ordering new, educate purchasing staff re: need to buy with guards that meet pre-start requirements built in.
- Need to include training with machinery operation/maintenance procedures
- Consider mechanical upgrades without interlock - may not need PSR - lock out procedures may be enough
- If electrical involved - need PSR
- PSR + Training (sign off) gives tighter Due Diligence
Robinson Solutions took members on a plant tour at the end of the event. This plant is in the process of bringing their racking up to standard. Post protectors have been added to the racking to prevent forklift damage.
